The reason they say it wont work with over the rail bedliners is that the bottom lip of the bed rail is used to clamp the cover down. With the over the rail bedliners, the rail is not exposed. A simple fix to this is figure out where you want the clamps to go then cut or drill a hole (a hole saw on a drill will work best).

It will either improve your MPG slightly or it won't do anything. At least I've never seen reports of tonneau covers hurting mileage.
