How do you mount the scan gauge, I assume it doesn't just hang loose at the end of the cable!

You can use the sticky-back
velcro supplied with the ScanGaugeII to attach it to the location you
have chosen. The velcro attachment allows you to easily remove it
and use it to trouble-shoot another vehicle and then return it to this
vehicle.

Sorry, no. The Scangauge II is for OBDII equipped vehicles from 1996 and newer.

If you have a 1996 model vehicle or newer you should have an OBDII port somewhere inside the vehicle. If you have a 1995 or 94 model you can check http://www.scangauge.com/support/CompatibleVehicles.shtml to see if your vehicle is listed.
