Whats the difference between this wiring harness and others? Is this not a full harness?

I beleive this is a universal harness that can be used to hook up lights,horn ect on your dune buggy to make it a step closer to being street legal. The other harness is for VW cars that require power for additional things such as wipers, blower motor, heat, guages ect.
